Position Summary

The Grant Budget Analyst provides high-level fiscal, analytical, and administrative support to the Bid and Proposal department (Pre-award grant administration). Working in close coordination with various PHI Central departments and teams including Development, Senior Management, and Finance, the Grant Budget Analyst is responsible for grant development support, providing financial forecasting, budget development, and data analysis related to high-priority funding opportunities. Reporting to the Senior Director of Bid and Proposal, the Grant Budget Analyst will support in the development of grant budget-related tools and financial metrics, and reports to provide critical operational information to all stakeholders involved in the pre-award submission process.

Full salary range for this position: $80,043 to $118,302 per year. The typical hiring range for this position is from $80,043 (minimum) to $99,173 (midpoint), based on 100% FTE. The starting salary is determined based on the candidate's knowledge, skills, experience, as well as budget availability.

Essential Duties & Responsibilities

Budgeting/Financial Analysis:
  • Serves as department expert and lead for complex and strategic grant budgets and financial analysis.
  • Works in close coordination with Development team on PHI initiatives grants serving as lead to develop budget, narrative, and related materials including coordinating with potential subrecipients to provide budget support.
  • Works closely with Project Managers, Principal Investigators, and Administrators to analyze programmatic needs and provide budget recommendations for grant and contract submissions.
  • Works closely with programs on complex and/or new initiatives as requested to provide more in-depth budget review and support.
  • Develops cost volumes including budgets and justifications using agency guidelines and soliciting text and other materials from program staff as required by proposal guidelines.
  • Performs analyses. Develops ad-hoc financial reports as requested by Director, Senior Director of Grants and Contracts, Development, and Senior Management.

General Budgeting/Financial Support
  • Provides back up support on complex budget negotiations and development for Director and during periods of surge.
  • Establishes and maintains documentation of internal processes related to pre-award submission and budget development.
  • Provides budget training to Bid and Proposal staff and Program Directors and Program Administrators, as needed.

Other Grant Support
  • Works with Bid and Proposal Specialists on complex proposals to develop final submission materials, communicates with funding agencies, and responds to agency requests for further information and budget revisions.
  • Ensures compliance with all federal, state, local, and PHI regulations, policies, and procedures.
  • Reviews grants and contracts/awards to ensure institutional compliance.
  • Remains informed about federal grants policy, nonprofit best practices and state and federal law regarding nonprofit operations.
  • Participates in interviews and oral presentations with the funder along with the Development Team on strategic PHI Initiatives. Supports the drafting of BAFO and competitive range responses as required.

Minimum Qualifications
  • 5 years of grants/contracts accounting, budget or financial experience, including:
  • Experience in financial planning, reporting, and analysis; using knowledge of finance policies, practices, and systems. Familiarity with 2 CFR 200 and the FAR.
  • Experience in developing large proposal budgets for grants, contracts, and/or cooperative agreements, pricing for IQCs/IDIQs, overall proposal development, report writing and contract negotiation.
  • Bachelor's degree in Accounting, Finance, Business or a related field, or substitute with 4 additional years of related experience.
Other Qualifications
  • Experience in or knowledge of nonprofit and/or cost accounting, including sophisticated fund and grant accounting, compliance, and reporting.
  • Fluency in writing budget justifications and preparing cost volumes, including best practices for writing about best value and cost realism.
  • Ability to gather, organize, and perform financial analysis assignments with limited supervision.
  • Excellent math skills.
  • Strong reasoning and analytical skills.
  • Advanced level in the use of Microsoft Office, especially Excel, and common desktop/web applications.
  • Ability to handle multiple projects and prioritize projects with short deadlines.
  • Excellent verbal and written communication skills.
  • Experience presenting proposals to a funder in a BAFO, competitive range, or similar proposal stage.
  • An effective team player with ability to relate well with others.
  • Ability to be creative, resourceful, reliable, trustworthy, and discrete.
Preferred Qualifications
  • Extensive experience with federal funding (USAID, NIH, DHHS) and contract negotiation.


This position is classified as exempt based on the job duties. However, based on the FTE, salary level of the employee, or federal/state/local laws, the employee may be classified as nonexempt.
