Ideal Candidate Statement
The position reports to the Dean of Counseling, Student Success and Support Programs and is responsible for performing a variety of administrative and supervisory duties related to the development and oversight of educational and support services to students participating in EOPS/CARE and CalWORKs programs. The Director maintains frequent contact with students, with representatives and service providers from the community, governmental agencies, and various college personnel. This position also serves as the campus ombudsperson for students, providing resources for helping to settle complaints and disputes.

Job Description Summary
Under the direction of the Dean of Counseling and Special Programs, plan, organize, control and direct the development and implementation of programming for the Extended Opportunities and Serices Program. Develop department goals, objectives, policies and priorities; supervise and evaluate the performance of assigned personnel and student workers. Develop the preparation of proposals, plans and applications for the funding of programs; serve as liaison between faculty, community agencies and other institutions of higher education. Serve as the campus Ombudsperson to address student concerns and complaints.

Essential Duties
ESSENTIAL DUTIES:
Plan, organize, control and direct the development and implementation of EOPS and Ombudsperson department goals, objectives, policies and priorities; identify resource needs; recommend and implement policies and procedures.
Direct and develop the preparation of proposals, plans and applications for the funding of programs including EOPS, CalWORKS, CARE and TANF; implement new programs and monitor services; evaluate program progress and assure the disbursement of services; prepare reports relating to cost analysis and program efficiency and effectiveness.
Serve as liaison between faculty, community agencies and other institutions of higher education; assure the formation of a representative and effective advisory committee; generate and distribute printed materials and publications.
Identify students eligible for grant and program admissions; assure proper disbursement of funds and compliance with reporting regulations and requirements;
Prepare and conduct workshops relating to goal setting, interpersonal communications skills, leadership and other topics relating to campus organization and student development; provide coaching, mediation and intervention services to students as appropriate; supervise, conduct and evaluate counseling activities.
Serve as the campus Ombudsperson; serve as an impartial intermediary between the College and the public; advise students on various college processes, including student conduct and academic integrity, as well as student concerns and complaints.
Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions.
Provide technical expertise, information and assistance to the Dean of Counseling and Special Programs regarding assigned functions; assist in the formulation and development of policies, procedures and programs; develop and implement goals and objectives, policies and procedures for the Department.
Plan, organize and implement long and short-term programs and activities designed to develop assigned programs and services; collaborate with various divisions and departments.
Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to personnel and assigned activities.
Communicate with other administrators, personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts and exchange information; provide coaching, mediation and intervention services for students in conflict as necessary.
Develop and prepare the annual preliminary budget for the Department; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.
Operate a computer and assigned software programs; operate other office equipment as assigned; drive a vehicle to conduct work as assigned.
Create co-curricular programming that promotes diversity and equity for students and the community.
Attend and conduct a variety of meetings as assigned.

OTHER DUTIES:
Perform related duties as assigned.

Education and Experience
EDUCATION AND EXPERIENCE:
Any combination equivalent to: Master's degree in counseling, social work, career development or related field and five years increasingly responsible experience in student services, counseling, behavioral sciences or student affairs.
