ANNOUNCEMENT AMENDED 6/21/10 TO REVISE MINIMUM QUALIFICATIONS TO ACCEPT 8322 SENIOR COUNSELOR EXPERIENCE.

Appointment Type: Permanent Exempt. Per CSC Rule 114, Article VIII, Sec. 114.44:"Any person occupying a position under exempt appointment shall not be subject to civil service selection, appointment, and removal procedures and shall serve at the pleasure of the appointing officer."

Location: 500 Log Cabin Ranch Road, La Honda, California 94020

Position Description: Under general Administrative direction of the Chief Probation Officer, Juvenile Probation, the Director of Log Cabin Ranch managesthe operations ofLog Cabin Ranch, which is a long-term rehabilitation facility for up to 86 delinquent boys. The facility islocated in La Honda, approximately fifty miles south of San Francisco. The Director is responsible for the overall direction and supervision of a staff of 25 employees; develops policies and procedures governing the operation of the facility; develops, coordinates and implements rehabilitation programs; oversees the operations of the physical plant; prepares an annual budget of approximately $1.7 million; prepares written reports; develops and monitors statistical reports; and performs related duties as required.

MINIMUM QUALIFICATIONS

1.A Master's degree from an accredited college or university preferably in public administration, social science, criminology or a related field; AND three (3) years of management, planning or supervision experience in a residential facility for youth involved in the juvenile justice system; OR

2.A Bachelor's degree from an accredited college or university with major coursework preferably in public administration, social science, criminology or a related field; AND five (5) years of management, planning or supervision experience in aresidential facility for youth involved in the juvenile justice system; AND

3.Possession of a valid driver's license.

NOTE:

1.Experience as described above may be substituted for the required Education on a year-for-year basis.

2.Experience must be comparable to the following City and County of San Francisco classes, or higher levels: 8322 Senior Counselor, 8324 Supervising Counselor, 8414 Supervising Probation Officer, 8434 Supervising Adult Probation Officer.

DESIRABLE QUALIFICATIONS:

- Strong knowledge of policy and procedures in a juvenile detention center,or other correctional institution.

- Strong familiarity with California Title XVregulations for juvenilefacilities.

- Demonstrated ability to research and analyze information needed for conducting investigations, writing reports or preparing performance evaluations.

- Demonstrated ability to develop and implement therapeutic programs in a residential, correctional institution.

- Familiarity with the management of employees represented by labor unions.

- Familiarity of California Government Code sections 3300-3313.

- Excellent verbal and written communication skills.

- Strong Computer skills.

Compensation and Benefits:

The normal salary range is $85,332 - $108,888. Appointments above the maximum of the normal salary range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.

Verification of qualifying experience may be required at any point in the selection process or prior to appointment. SELECTION PROCEDURES

Screening of Applications: (Weight: Qualifying) - Applications and resumes will be screened for relevant qualifying experience and education. Additional mechanisms may be implemented in order to determine a candidate's qualifications. In the event of a large number of qualified applications, a committee of experts may evaluate the qualifications for the position. Only those candidates who are deemed best qualified and meet the needs of the Department will be invited to continue in the selection process. Applications that meet the minimum qualifications are not guaranteed advancement in the selection process.

Training and Experience Evaluation: (Weight: 100%) - The information provided by candidates in the job application, verification (if requested) and applicable documentation will be evaluated in terms of duration and relevance to Class 8330 Director, Log Cabin Ranch job -related knowledge, skill and ability in areas which may include, but not limited to: management, supervision, planning and analysis, communications and human relations, program development, knowledge of adolescent development, budgeting, written and oral communication. All relevant experience must be on the application.

EMPLOYMENT CHARACTER AND BACKGROUND INVESTIGATION:

1. Applicants will be investigated to determine their general fitness for the position. Employees in this classification are limited peace officers, and must meet POST standards and laws applicable to peace officer positions. Employees must also conform to all requirements necessary to hold and maintain peace officer status pursuant to the California Penal and Government Codes. Conviction of a felony or a crime that would have been a felony if committed in the State of California is a bar to employment as a peace officer (per California Government Code, Section 1029, 1031 and 1031.50).

2. Prospective and current employees in Class 8330 Director, Log Cabin Ranch may be subject to drug and/or alcohol testing.

3. Prior to appointment, candidates will be fingerprinted and their background and judicial records will be reviewed to determine their eligibility for peace officer status as provided in Section 830.50 of the Penal Code, and their suitability for employment as Class 8330 Director, Log Cabin Ranch. Candidates may be disqualified on the basis of judicial records, which are deemed unacceptable for the position.

4. Medical and Psychological Examination: A psychological and medical examination is required prior to appointment. This psychological examination will consist of written tests and a clinical interview to determine the candidate's fitness for work as Class 8330 Director, Log Cabin Ranch.
