This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.

The current position is located at San Francisco Public Utilities Commission. The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.

Under general direction, the Financial Analysis & Audit Manager manages and directs the fiscal activities of a large, complex accounting operation for three enterprises and Support bureaus of the San Francisco Public Utilities Commission. Acts as the liaison for the SFPUC with other City staff, internal and external auditors. Develops performance measures to monitor sections service delivery. Monitors compliance with City & County of San Francisco laws, regulations, and policies; provides leadership and direction for accounts reconciliation, general ledger analysis, capital projects, fixed assets and bond accounting staff. Plans, monitors, coordinates and supervises the financial reporting staff for all enterprises; utilizes knowledge of complex accounting methods and theories to ensure proper recording of various transactions in accordance with generally accepted accounting principles. Responsible for the implementation and compliance with new Generally Accepted Accounting Standard and required disclosures.

COMPENSATION AND BENEFITS: The normal annual salary range is $98,774 to $126,048. Appointment above the maximum of the normal annual salary range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range. In addition to competitive salaries, the City offers flexible benefit plans with pre-tax elections which include: medical and dental insurance; Retirement Plan; Deferred Compensation Plan; Social Security; Long-term disability Plan; Life Insurance; paid Management Training program; 11 paid holidays per year; 5 floating holidays; 10 to 20 vacations days per year, depending on years of service; and may earn up to 100 hours paid Administrative leave per year.

MINIMUM QUALIFICATIONS

1.Possession of a bachelors degree from an accredited college or university with major coursework in accounting, business administration, financial management, or a closely related field; AND
2.Five (5) years of professional auditing and financial experience, which includes at least two (2) years of responsible supervisory or management experience with responsibility for auditing and financial reporting. AND
3.California Certified Public Accountancy License.

SUBSTITUTION:
Additional verifiable experience as described above may be substituted for the required Education on a year-for-year basis.

DESIRABLE QUALIFICATIONS:
Excellent oral and written communication skills, as well as problem solving and multi-tasking.
Demonstrated strong accounting, analytical, planning, organizational, presentation and supervisory skills and abilities

SELECTION PROCEDURES

Training and Experience Evaluation: (Weight: 100%)
Candidates will be evaluated and scored based on the information provided in their job application, and supplemental questionnaire to determine their possession of the knowledge, skills, and abilities required for position 0931 Manager III-Financial Analysis & Audit. All relevant experience, Education and/or training must be on the application in order to be reviewed in the rating process. Candidates will be placed on the eligible list in rank order according to their final score.
Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Certification Rule:
The certification rule for the eligible list resulting from this examination will be Rule of the List. The department may conduct additional selection processes to make final hiring decisions.

Eligible List:
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.
Per Civil Service Rule 111A.26.5, the Human Resources Director may approve use of the eligible list resulting from this selection process to make permanent Civil Service appointments to other position(s) involving the same or similar title in any department.

DISASTER SERVICE WORKERS

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
