WORK LOCATION: Incumbent will conduct the majority of work at one of the Department of Technology site located at City Hall, #1 Dr. Carton B. Goodlett Place; however, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco.
NATURE OF WORK: Candidate must be willing to work a 10-39 hour on an as-needed basis as determined by the department. Some tasks may require the lifting, carrying or moving, equipment weighing up to fifty (50) lbs.
DESCRIPTION OF DEPARTMENT: The City and County of San Francisco's government television channel, SFGTV, San Francisco cable channel 26 & 78, is a division of the Department of Technology. Programming on the channel consists of gavel-to-gavel coverage of all Board of Supervisors meetings, Mayoral press conferences and various other commission/authority/council meetings, computer-generated text and graphics and in-house produced programs that educate and inform the public on government-related activities.
POSITION DESCRIPTION:
Under immediate supervision, provides technical Support in the production, recording and distribution of video programming to Support the goals of the BTOP grant, and insure adequate technical and aesthetic quality in the finished product. The type of programs produced will focus on local issues affecting the communities, cultural and arts programs and youth recreational activities programs.
The Media Production Technicians assigned duties include serving as video producer in developing new programs and coordinating video shoots. Duties may include:
- Transport, setup and operate video equipment for coverage of events and other television productions. The equipment may include video cameras, recorders and switchers, lights, set pieces, props, microphones, and audio mixers.
- Monitor video and audio signal strength and quality throughout recording and post-production, and make necessary adjustments.
- Operate Computer graphics systems to add titles, credits, and lower-thirds to productions and recordings.
- Edit video programs using Avid and/or FinalCut Pro editing applications
- Encode video for broadcast and streaming on the internet, adding index points and updating the Video on Demand webpage.
- Perform outreach, office, Clerical and record keeping functions using e-mail and Microsoft Office Computer applications, assembling packet materials, communicate in writing and verbally with public and city and performs other related duties as required.
MINIMUM QUALIFICATIONS & EXPERIENCE:
Two (2) years of broadcast production experience.
Substitution: Certificate from a recognized media production program; OR possession ofa baccalaureate degree from an accredited college or university in broadcasting.
Possession of a current and valid Drivers
ADDITIONAL DESIRABLE SKILLS AND/OR EXPERIENCE:
Possession of a degree from an accredited college or university with major
coursework in Broadcasting or Electronic Communication Arts or other related
media fields.
Approximately two (2) years (full time) of verifiable professional broadcast and/or
video production work experience that requires working in studio and field
production using various audio and video equipment.
Experience with using character generator software and/or paint programs such as
Inscriber Character Generator systems and Photoshop.
Intermediate level PC Computer skills including MS WORD, EXCEL, Windows XP/7 or
similar software.
Eyesight and hearing must be sufficient to be able to critically judge the quality of
sound and video from A/V monitoring equipment (headphones, speakers,
televisionmonitor screens, waveform monitors, vectorscopes, VU meters, etc.) in
bothproduction, post production, and playback.
Ability to work independently or collaboratively as a team member.
Technical expertise with a good sense for creativity.
