INTRODUCTION

This is an Employment Register Announcement. Applications will be accepted on a continuous basis, with periodic suspensions as needed. The names of applicants who meet the minimum qualifications will be placed on employment registers, and will remain on the register for one year.

Under general Administrative direction, the Principal Engineer/Principal Architect manages plans, assigns and directs the activities of several units or a group of professional and sub-professional engineering/architectural personnel engaged in a wide variety of design and/or construction projects in the following specialty areas.

Specialty A: Engineering
Specialty B: Architecture

The essential functions of the class may vary depending upon assignment and may include: planning, directing and coordinating the design activities of a number of major sections engaged in complex engineering and/or architectural projects; establishing, preparing, managing, reviewing and monitoring organizational budgets; establishing and evaluating organizational goals and objectives; planning, coordinating and directing the activities of professional engineering and/or architectural personnel with those of contractors, subcontractors, state and local agencies, and inspection and construction personnel; supervising subordinate personnel, completing performance appraisals, and participating in the disciplinary process when necessary; establishing design and construction standards; reviewing and approving correspondence, reports, estimates and other materials; writing policies, procedures, correspondence and evaluations; conducting important negotiations with representatives of government, architectural and engineering agencies; coordinating, interpreting and enforcing policies; conferring and coordinating with operating division managers, other departments and state and local agencies; and making presentations to boards, organizations, and the public. Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

A. ENGINEERING SPECIALTY

1. Nine (9) years verifiable professional engineering (e.g. civil, mechanical, electrical, sanitary/chemical/environmental or transportation/traffic) work experience, of which six (6) years of that experience must be as a licensed professional engineer as defined under the Notes section. Two (2) of the nine (9) years must be equivalent to the City and County of San Francisco class 5211 Senior Engineer; AND

2. Current registration as a Professional Engineer in the State of California.

1. Engineering certification/professional licensing for each discipline must be as follows:

2. Some engineering positions may require possession of a certificate issued by the International Conference of Building Officials (ICBO), International Code Council (ICC) or an equivalent certifying body.

 

3.Some positions may require additional special engineering licensing and/or work experiencein areas such as Construction Management, Structural Design, Corrosion, Fire Protection, Geotechnical Engineering, Environmental, or Instrumentation and Control Systems. Additional disciplines may be determined at a later time.

Substitutions for Engineering Specialty:

  • A Grade Four Certificate in Water/Wastewater Treatment Operation (CA) may substitute for one year of non-licensed work experience in the Sanitary discipline.

B. ARCHITECTURE SPECIALTY

1. Nine (9) years of verifiable professional architecture work experience, of which six (6) years of that experience must be as a licensed professional architect. Two (2) of the nine (9) years must be equivalent to the City and County of San Francisco class 5270 Senior Architect; AND

2. Current registration as a Professional Architect in the State of California.

C. SUBSTITUTIONS FOR ENGINEERING/ARCHITECTURE SPECIALTY:

Additional Requirement:

Most positions require a valid Californias Drivers license.

SELECTION PROCEDURES

The names of all candidates meeting the Minimum Qualifications will be placed on an employment register for referral to hiring departments according to specialty areas and disciplines that were indicated on the supplemental application. Candidates scores and ranks on the register will be determined by an evaluation of the supplemental application.

Departments will contact applicants whose experience/skills match department needs and will conduct further selection processes to make final hiring decisions. Applicants selected for hire by a department will be placed on an eligible list for permanent appointment to that department. The eligibility period for successful candidates will be twelve (12) months.

Candidates may request an extension of eligibility as soon as their eligibility period expires. Eligibility extensions can be granted for an additional twelve (12) months. DISASTER SERVICE WORKERS

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related Training as assigned, and to return to work as ordered in the event of an emergency.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of List (ROL). No refusals will be allowed. The hiring department may conduct additional selection processes to make final hiring decisions.
